investment scheme (GIS)
An arrangement whereby Western industrialised countries
buy the surplus Kyoto carbon emissions credits, AAUs, of eastern European
countries on the condition they invest the proceeds in low-emissions
technology. GISs came about due to pressure on former Soviet bloc countries
to use these surpluses, known as "hot air", responsibly, ie.
to build environmentally-sustainable industry.
