Carbon glossary
Green investment scheme (GIS)
An arrangement whereby Western industrialised countries buy the surplus Kyoto carbon emissions credits, AAUs, of eastern European countries on the condition they invest the proceeds in low-emissions technology. GISs came about due to pressure on former Soviet bloc countries to use these surpluses, known as "hot air", responsibly, ie. to build environmentally-sustainable industry.
